Goku wasn't a power house when he fought Piccolo Daimao either, but he still beat him. Aside from one blow, all of Piccolo's attacks were cheap shots. I'd say Piccolo still held the power advantage against Goku which is why he got off a damaging shot to the latter's knee, and even then Goku wasn't fully paying attention. I'd say Roshi would never put himself in a position of not paying attention against Daimao, a foe he has faced before. Experience triumphs and Roshi should be able to defeat the demon king, although not easily.
